Strategy

Historically, the field of public child welfare has been more reactive than proactive in obtaining and allocating its resources. The relationship between an agency and its local, state or federal stakeholders is often one based on audit preparedness. The underlying rules governing the relationship are often unclear and constantly shifting. This leads to a compliance mindset and a model of resource scarcity. Effective budget and finance work enables all levels of an organization to be strategically focused about the decisions they make regarding the resources they use.
